Who this is for
Whoever builds the rota, usually alongside running a shift. Whoever is accountable for labour cost, and needs the comparison that includes what the percentage leaves out. And, indirectly, the people on it, because their cooperation is what makes coverage work.
How the notes are written
Measurements you can take. Six numbers, from records you already hold, that between them diagnose almost everything here.
The uncomfortable findings included. Short shifts cost more than they appear to. Labour percentage rewards cutting service. An optimiser with no stability objective produces an unfair rota confidently. And a falling decline rate can mean people withdrew rather than that the rota improved.
Both sides of the trade-off. Efficiency and stability pull against each other, and a collection that pretended otherwise would be less useful to the person trying to justify a buffer.
What is deliberately absent
How to make a cut look worker-initiated. How to frame an on-call expectation as voluntary when declining has consequences. How to record an employer change as a swap.
Each of these has a direct legal exposure in covered jurisdictions, and each appears here only in the notes explaining why it should not be done.
No industry figures
No savings percentages are quoted. They depend entirely on what you were doing before. Every number worth having here is one you produce from your own records, and the notes say how to produce each.
About this domain
This address previously belonged to the documentation site of an open-source speech recognition project.
That documentation is not reproduced here, although its licence would have permitted it. Republishing it on a domain that changed hands would have created something that looked like an official source and was frozen years out of date, which is a disservice to anyone searching for it.
